FULL TIME; CAREER Starting Salary Range: $65,000 - $83,000/annually. Salary commensurate with qualifications and experience.

The Business & Administrative Manager is a confidential employee who manages the Police Department's varied and highly complex operational and administrative (non-sworn) support functions.
Provides leadership for the day-to-day performance and delivery of the administrative support activities and services which may include, but are not limited to: general office administration, personnel (such as recruitment and hiring, office safety, payroll, benefits, employee relations, etc.), budget, fiscal planning, maintenance of official department records, policy management, statistical analysis, external communications and marketing, major research or administrative projects, staff support to committees and advisory bodies;
Develops plans and sets goals and objectives to achieve departmental missions and optimize the delivery of law enforcement services. Provides executive support to the Chief of Police, occasionally working long hours for department hosted events, when preparing executive reports or travel itinerary or when assisting the Chief during critical incidents;
Demonstrates in-depth knowledge and understanding of a multifaceted university public safety administration, including but not limited to preparing and maintaining highly confidential and sensitive personnel records and confidential matters of the Office of the Chief of Police including: confidential personnel matters, high-level investigative information and confidential public safety matters generated or in response to: UC Office of the President, UC-Santa Cruz leadership, local, regional, state and federal offices, agencies and entities;
Maintains departmental budget and is responsible for drafting initial budget-based short and long-term strategic plans and publishing final plans. Responsible for preparation of requisitions, financial accounts, verification of invoices for payment, preparing and submitting invoices for accounts receivable, petty cash fund, and submitting accurate financial journals. Prepares annual university and state reports; prepares, tracks and submits various personnel transaction forms. Works with department managers and supervisors in scheduling and preparing financial documents for sending personnel to training.
Independently performs all duties for the department including analyzing operational, fiscal, and administrative and human resources issues; suggests solutions to complex challenges and provides data and analysis on which the Chief of Police bases major strategic decisions. Administers operations in compliance with complex laws, regulations and rules.
This position supervises one (1) FTE and numerous student staff of varying numbers throughout the year.
Bachelor's degree in criminal justice, business or public administration, management or a related field and/or equivalent combination of experience and training.
Four (4) years of increasingly responsible administrative and project management experience.
THOROUGH KNOWLEDGE OF: Rules and regulations, processes, protocols and procedures for budget, account and fund management and personnel management.
Financial analysis and reporting techniques, human resources policies and procedures for staff employees.
A variety of administrative operations activities such as events planning, accounting and payroll regulations and guidelines.
