The Director of Juvenile Detention manages the operations of the Juvenile Detention Center and Court Ordered Residential Placement. This work includes short- and long-term planning and goal setting, policy and procedure development, administration of the operations and facility, and management of the department and staff. The Director of Juvenile Detention shall ensure the facility is operating in a safe and orderly manner and adheres to compliance standards.
Essential Job Functions:
Manage the day-to-day operations of detention ensuring the safety, security, order, justice, and cleanliness of the facility; ensure the proper programming and services are being offered and delivered to the youth and the Detention Center.
Develop, maintain and update policy and procedure to guide operations of the Juvenile Detention Center that are in accordance with statutory guidelines and current case law.
Co-ordinate with social service agencies to ensure that required or court-ordered services are provided to juveniles and the parents of juveniles when applicable.
Develop and manage the department’s budget
Develop and manage best practice and evidence based programs.
Manage academic performance of detainees.
Manage the revenues and expenses of the department, properly adhering to procurement policies and procedures.
Manage appropriate staff levels for adequate supervision and security of the residents, staff, school, and the public.
Assure that statistical and budgetary reports are submitted to appropriate agencies timely.
Create and maintain databases regarding incidents that occur in the Detention Center and perform appropriate analysis to determine incident patterns and trends.
Properly address identifiable incident patterns and trends in such a manner as to reduce the occurrence of serious incidents, implement evidence-based behavior management strategies, and conduct routine analysis of staff implementation and make corrections as needed.
Develop and maintain an audit preparation team to measure and ensure Quality Assurance standards for compliance with state regulations.
Conduct routine internal audits throughout the year and properly address deficiencies. Ensure the facility receives exemplary scores regarding all local, state and federal audits.
Secure the mandatory annual certification for detention.
Enforce all policies and procedures of zero tolerance towards child abuse, neglect, and exploitation.
Conduct complete and thorough investigations of incidents in a timely manner. Respond to external complaints upon completion of investigations.
Assure that personnel hiring and administration is conducted in compliance with the policies and procedure of all governing authorities.
Prepare and manage the 24-hour staff schedule for the supervision of residents.
Bachelor’s degree required, preferably in Behavioral Sciences or Criminal Justice.
Master’s degree in a relevant field preferred.
Minimum five (5) years experience in detention or group home facility management with increasing responsibility.
Excellent interpersonal and communication skills.
Ability to work well with other governing authorities such as the Orleans Parish Juvenile Court, District Attorney’s Office, Orleans Parish Sheriff’s Office, Orleans Parish School Board Officials, City Council members, state compliance organizations and law enforcement agencies.
Experience with the development of training materials and programming for staff in the field of juvenile detention and rehabilitation.
Background in and knowledge of best practices and research in the field
Knowledge of Inventory Management.
Proficiency in software applications including Word, Excel, Outlook and PowerPoint.
