Employment Status: Full-time, "exempt" position, included in the Management Personnel Plan (MPP).
Work Schedule: Monday through Friday, 8:00 am – 5:00 pm, occasional evening and weekend hours.
Salary: Salary commensurate with experience and qualifications.

Under direction of the Chief of Police, the incumbent manages most professional support staff and functions of the University Police Department including dispatch and communications, records and LiveScan, property and evidence, and other required reporting obligations. The Assistant Director is a part of the University Police Department's leadership team, and works cooperatively with other team members in furtherence of the department's mission, vision and values.
Plans, assigns, schedules, and supervises the work of police support services staff, including administrative staff, dispatchers, records, evidence and automated systems staff engaged in computer operations, systems development, implementation and maintenance, surveillance systems, records management; participates in hiring, evaluating, and disciplining staff.
Manages the dispatch and communications function in the police department, to include supervision of lead dispatcher(s), oversight of dispatch communications equipment and personnel, evaluations of personnel and processes. As a regional communications center, the incumbent also develops and revises contracts for dispatch services with customer agencies, and ensures recovery of contracted costs. At times, may be required to assist in dispatch during periods of peak traffic, low staffing or special events.
Manages the records function in the police department to include responsibility for the Records Information Management System databases. Ensures that incident and crime reporting meet federal, state and local standards, and that the internal filing system meets state-of-practice for policing agencies, including adequate security, safeguards and continuity planning.
Oversight of statistical reporting by Clery Act and other reporting required by federal and state statute and regulation. Typically reports are filed with the FBI's Uniform Crime Reporting office, Office of the California Attorney General, Board of Corrections, Juvenile Presiding Judge and other governmental and judicial oversight bodies.
Manages the department's property and evidence function, ensuring accoutability, safety and maintenance of the chain of evidence. Follows University and State guidelines in disposal of property and purging of evidence. Train officers in proper logging, packaging and storage of property and evidence.
Manage the department's LiveScan program, ensuring proper documentation and when appropriate, revenue apportionment.
Develops short and long range plans for police support services, acquiring, maintaining, and improving the operational and efficiency aspect; writes proposals, progress reports, and needs assessments to determine needs of the department; determines technical and financial feasibility; confers with Command staff determines feasibility regarding recommendations and priorities.
Performs liaison work with vendors to maintain, modify, and enhance existing systems or to develop new ones. Maintains and operates the department's distributed computer network; interfaces with the IT for telecommunications support; supervises production control; troubleshoots and resolves hardware and software problems; establishes backup procedures and scheduling.
Oversees the coordination, implementation, and maintenance of packaged state wide computer network systems, such as, California Law Enforcement and Traffic System (CLETS) and its related subsystems, and California Identification (CAL ID); functions as the State's agent for these systems; determines the need for enhancements and contracts with appropriate vendors; supervises the application process required for County wide law enforcement agencies to gain access to the systems.
Oversees the coordination, implementation and maintenance of complex vendor packaged systems, e.g., Computer Aided Dispatch (CLETS) servicing multi public and private entities; supervises the user application process; serves as consultant for other computer systems, such as, Crime Analysis, and Managing Criminal Investigations (MCI).
Develops and makes recommendations on department's policies, and procedures as they relate to automated information systems, records management, evidence management, dispatch services, contracts, MOU's. May negotiate vendor and user contracts.
Maintains active membership in professional associations related to communications, records, property and evidence. Attend training and maintain skills and knowledge. Represent the department when required in CSU system wide audits.

Public safety codes and regulations governing public safety communications, including the Penal Code, Vehicle Code, Health and Safety Code, Business and Professions Code, and related requirements; practices, procedures, systems, equipment, and techniques involved in 911 and related emergency dispatching operations and the handling of non-emergency calls; telephone/radio recording devices and applicable laws; radio, telephone, and console TDD equipment operations; federal, state, and local laws/regulations pertaining to the operation of an emergency public safety dispatch center; California Public Records Act; state, federal, and department regulations governing the dissemination of police records and reports; records management system practices; CAD, document imaging, and CLETS and NCIC applications; telecommunications and standard office equipment; practices, procedures, systems, equipment, and standard clerical techniques involved in classifying, indexing, processing, filing, retrieving and controlling a large volume of police records and reports; principles and practices of budget preparation and administration; and principles and practices of effective supervision and leadership techniques.
Ability to: Operate a computer terminal and use records management, computer-aided dispatch, computer-aided dispatch, scheduling, word processing, spreadsheet software, and dispatch related telecommunications and security monitoring equipment; select, train, supervise, schedule, and evaluate the work of personnel; analyze and interpret laws, standards, and department practices; develop and implement goals, policies, procedures, work standards, and management controls; analyze and solve administrative and operational problems; prepare clear and concise records, reports, correspondence, and other written materials; exercise independent judgment and initiative within general policy guidelines; establish and maintain effective working relationships with the staff, management, vendors, the general public, and others encountered in the course of work; remain calm and communicate distinctly and precisely in stressful situations; maintain confidentiality of records.
A combination of experience and training that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training/Experience: A Bachelor's degree in Criminal Justice, Business Administration, Public Administration, or closely related field; and at least three years of increasingly responsible police records administration and dispatching of emergency public safety services. At least three years of supervisory experience is highly desired.
Special Requirements: This position requires at least one of the following:
P.O.S.T. Records Supervisor certification or the ability to obtain certification within 30 months from date of hire;
Successful completion of P.O.S.T. approved Dispatch Supervisor, First Aid, CPR, and Emergency Medical Dispatch courses and the ability to continue to meet certification standards.
Licenses and Certificates:
A valid California Law Enforcement Teletype Systems (CLETS) certificate is required. A valid California Class "C" Driver's License is required.
A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.
